Bob & Kim joined Go To Nations as Business as Missions missionaries in 2010. They served in India from 2010-2014. There they partnered with an Indian missions organization to establish two schools and two orphanages for at-risk tribal children. Their ministry also included outreach to marginalized youth and women. Kim began The Scarlet Thread ministry and taught local women in tribal villages how to sew and make handmade products to sell to earn income to feed their families. In 2014, the Whitlocks moved with their foreign employer to Brazil. There they built a partnership with International Missions Board missionaries from the United States. Together they worked to mobilize Brazilians who felt called to become Business as Missions missionaries. The team developed a curriculum to train business professionals to use their professions to move to other nations to share the gospel.  This training prepared new Business as Missions missionaries in how to establish, maintain, and grow their new ministries while learning to work and live cross-culturally.

In 2016, Bob and Kim returned to the United States and lived and worked in Iowa. During this time they partnered with their local church to develop its first missions program and led a large team on their first international mission to India. In 2017, the Whitlocks returned to Jacksonville, Florida where they served in the Mobilization Division of the Go To Nations Global Missions Center until 2022. 

They are the Executive Directors of The Scarlet Thread International, Inc. 
The Scarlet Thread (TST) has expanded its ministry to work directly with survivors of human-trafficking.  TST employs women rescued from trafficking to make jewelry and other products to earn a dignified income to rebuild their new lives. The ministry also conducts weekly art therapy classes and Bible studies for various groups of survivors.  The Scarlet Thread is a member of the NE Florida Human Trafficking Coalition and is very active in survivor advocacy.
